The German military (Bundeswehr) runs a facility on Erbeskopf and the complete summit is a protection area of the military. There are no signs and the protection area is not limited to the area within the fences. Setting up any kind of antenna without permission on Erbeskopf is considered an offense by the Bundeswehr and can be fined with up to 5000 €.
You have to apply for a permission in advance by filling out the form available at

Permissions can be granted for up to six months within a calendar year. Please give the desired period in the form in the line "am (Gültigkeitsdatum)".
The Bundeswehr asks for one month of lead time, but typically permissions are returned within a few days.

This is a Drive up summit, but there are hike track options like in any drive up summits. Arriving at parking one is already in activations zone, a short walk to any place or to the spot is about 100/200 meters.
I do normally hike to all my summits, but while on vacation and trying to activate as much as possible summits, my wife and I decided to drive up as lazzy tourists :)
In Norway we don`t have many "Freely" drive up summits, however there are many with roads up to it due to Windmills industri parks or other industrial activity, these are closed with road barriers and not allowed to drive up without spesial autorization.
So, it was a suprise for us to find out that in Portugal we could drive up to most places with no road barrier restrictions. Even at huge Windmill Parks!!!
